Escapes are not always forcible. In many minimum-security prisons, an inmate can often just walk off the premises-- they live in barracks, not barred cells, and the outside fencing is minimal. Shrout ran after promising to surrender, and stayed on the lam for quite some time. I will be very surprised if the Bureau of Prisons puts him in anything less than a medium-security prison.

Caligari is spot-on. Some (not all) of the minimum-security Federal prisons are based more on the honor system than fences and guns. Generally prisoners there just want to serve their time and move on, or are incapable of escape. With Winston being a fugitive for this length of time and then being tracked and arrested, I doubt the Bureau of Prisons would classify him as "low flight risk" even if he was in an iron lung. He'll almost certainly end up at a medium security facility, if not a CMU.

Shrout had an ID hearing in Phoenix this past Tuesday. According to the minute order, he actually testified. Understand, the only issue at such a hearing is whether he is the same "Winston Shrout" who is wanted in Oregon. Hopefully in a couple of months the transcript will be available on PACER; it should be amusing.

Ordered, committed to Oregon the same day as the hearing. Obviously Shrout gave the M-J a lot to think about.

Happens all the time here in British Columbia. Minimum security prisons are effectively honour systems with no real security in place to stop, hypothetically, a 70 year old Burnaby49 (or Winston Shrout) from just putting on his runners and slowly wandering off. So only prisoners considered minimal public risks get minimum security and nobody gets too worked up if they make a break. They'll eventually be picked up and the punishment, apart from additional time, is that the rest of that time is spent in a real jail.

Hearing him 'sovsplain how he isn't the upper case WINSTON SHROUT could have been entertaining. Magistrate must not have been impressed with the latest performance.

Winston has had the last laugh, JS has schooled us “self proclaimed law experts”

We’re all left with egg on our face

If I know Jonny Sunday, he’ll be calling us boot licking tax slaves by now

I can't believe Shrout was so freaking brilliant that the feds had no idea where he was. Wonder if they will take down a few of his accomplices for aiding and abetting.

I don't necessarily agree. While they are short staffed, this was a higher-than-normal profile case. There was most likely pressure to get this closed as some people were left with egg on their face when he failed to report. Also, it looks bad for law enforcement when someone with this much (albeit not a huge amount of) press gets away for any length of time.
I think they were trying to locate him and he pissed off someone who knew he was wanted.

The order of detention will keep Shrout under lock and key until the BOP designates a correctional institution. Transportation to that institution will then be provided by the government.
