No, and you don't even have the nomenclature right. What they are referring
to is an "Article III" court, from Article III of the Constitution.
Here's what Article III says in relevant part:
"Section 1.
"The judicial Power of the United States, shall be vested in one supreme
Court, and in such inferior Courts as the Congress may from time to time ordain
and establish. The Judges, both of the supreme and inferior Courts, shall hold
their Offices during good Behaviour, and shall, at stated Times, receive for
their Services, a Compensation, which shall not be diminished during their
Continuance in Office.
"Section 2.
"The judicial Power shall extend to all Cases, in Law and Equity, arising
under this Constitution, the Laws of the United States, and Treaties made,
or which shall be made, under their Authority;--to all Cases affecting Ambassadors,
other public ministers and Consuls;--to all Cases of admiralty and maritime
Jurisdiction;--to Controversies to which the United States shall be a Party;--to
Controversies between two or more States;--between a State and Citizens of
another State;--between Citizens of different States;--between Citizens of
the same State claiming Lands under Grants of different States, and between
a State, or the Citizens thereof, and foreign States, Citizens or Subjects.

Article III courts are the only FEDERAL courts which are DIRECTLY authorized
by the U.S. Constitution. But the Constitution gives Congress power to legislate
over other areas, and to create courts to adjudicate disputes in those areas
(i.e., bankruptcy courts), as it does the President in other areas (i.e., military
courts). However, these non-Article III courts ultimately respond to an Article
III court, which is why tax court cases can be appealed to an Article III court.
Beware that numerous SCAM ARTISTS sell materials which make all sorts of wild
claims, including that there is no court which has the power to put people
in jail for not paying taxes. These claims are false, but of course the SCAM
ARTISTS couldn't sell their junk unless they made these claims. This has NOTHING
whatsoever to do with "patriotism" as the Founding Fathers understood
the term, but rather that there are SCAM ARTISTS who actively defraud people
into buying books or materials, or going to worthless seminars, by telling
people what ain't.

and they will get out the black notebook listing all of the United States District
Courts. They will tell you there are no other District Courts. I found only
one clerk who even acknowledged that a Title 5 District Court of the united
States of America existed, but she did not know how I would be able to present
any filing and be assured it would ever get to that court. To my knowledge
only David Miller claims to have been successful in that regard. However, I
am told that the true constitutional court is the Title 3 court? Is that correct?
