I don't think it works if you PM yourself. Also, make sure your Profile is set to receive PM's notifications by email:

I've always had the notification on and it always worked until it didn't. You're probably right about self-gratification. I haven't received an email announcement yet.

Make sure you've selected remember me when you sign in. My system deletes, or doesn't save, the cookie file every once in a while.
