Prison officials have this wonderful habit of rejecting just about any suggested changes on the grounds of "security". I suspect that ramps, or anything that would make the movement of large and heavy things from one level to another, would get that sort of rejection. I am not even sure how easily disabled inmates can get wheelchairs, as these can become hiding places and transports for contraband.

I would not be surprised if prison officials - especially with budget problems - start dumping severely crippled inmates back into society. Bedridden or hopelessly senile, they no longer present a serious crime threat, but without any facilities awaiting them they will probably die in the streets or in hospital waiting rooms.
