Why do the erroneous refunds [such as are generated by 'Cracking the Code' returns] continue to be paid? Or, has there been a decrease in frequency?
Can someone explain why those kind of refunds have not been stopped altogether? I've seen discussions that the Service was beginning to crack down, but they continue to be paid. When's it going to stop?
It just seems to keep feeding the frenzy at Lost Horizons.

Mooney's is the strangest Lost Heads case. One of his earlier CtC refunds was expressly denied, then allowed. It was either a case of operator error in closing the audit, or CI giving him more rope.
