National Taxpayer Advocate 2007 Annual Report to Congress

National Taxpayer Advocate Nina E. Olson has released her 2007 Annual Report to Congress, which lists the 29 most serious problems encountered by taxpayers (§ 7803(c)(2)(B)(ii)(III) requires the NTA to list at least 20). Here are the Top 5:

The Impact of Late-Year Tax-Law Changes on Taxpayers (pp. 3-12)
Tax Consequences of Cancellation of Debt Income (pp. 13-34)
The Cash Economy (pp. 35-65)
User fees: Taxpayer Service for Sale (pp. 66-82)
The Use and Diisclosure of Tax Return Information by Preparers to Facilitate the Marketing of Refund Anticipation Loans and Other Products With high Abuse Potential (pp. 83-95)

Actually, that's partially true. Advocacy is for anyone, even those that don't pay.
