Unfortunately, this report will be somewhat vague, as I represent yet another failure of the Canadian education system and am sadly unilingual. I have therefore resorted to Google Translate to better understand Alain and his adventures (there appear to be many!) but that resource, too, has choked on some of this material. So take everything with that proverbial grain of salt.
The news report explains that Alain has ordered the arrest and trial of … well, pretty much the entire government apparatus:

Well known in the United States and in Western Canada, the phenomenon of Freemen-on-the-Land or "sovereign beings" now has its representative in Quebec.
Saying persecuted and humiliated by the authorities, the electrical engineer Alain Painchaud wrote his declaration of sovereignty April 15, 2013, creating a new republic in Sainte-Foy area, with its own government, "People's Court" and any currency.
He warned the federal and provincial governments to denounce their illegitimacy and lack of valid constitution, he ceased to pay any form of taxes and fees.
He also argued that Canadian laws do not apply to him.
Alain Painchaud has nevertheless been a search of the Canada Border Services Agency in the summer of 2013 because he had imported a few hundred tablets tadalafil (sold under the name Cialis) and finasteride (marketed as name Propecia), two drugs that can be purchased directly by individuals. Alain Painchaud affirms the importance his own drugs duly prescribed because he no longer trusts the health system.
During the search, officers allegedly found two cell electric pulse (stunt-gun) and two legal weapons improperly stored.
Alain Painchaud was never presented to the court to meet the fifteen charges against him. He left Canada at the end of the summer to go to Thailand cure cancer through medicinal plants.
He was arrested upon his return Saturday at the Jean-Lesage Airport. Angry, Painchaud has been mastered by six agents.
Judges to imprison
The sovereign citizen wants to settle accounts with the authorities.
Whoever said Associate Chief Justice of the Court of the people of his sovereign republic has demanded the Canadian government to complete in February and issued warrants of arrest against all judges of the country ... including Christian J. Boulet, charged yesterday to hear his investigation under release.
The sovereign citizen also applies to all members of the Cabinet of Stephen Harper, senior government officials, governors general of Canada without forgetting all the members of the Government of Québec since 2003.
The offenses? High treason, fraud, "insulting the nation", robbery, extortion, terrorist financing.
All these judges and public officials should be arrested and jailed pending trial, ordered the chief investigator.
All the assets of judges must be captured and "stored in secret places, well kept," he said.
Even if they disagree with the ideas of Painchaud, which he described as "wacky", the Christian Boulet judge agreed to release him for the duration of the proceedings.
The sovereign citizen saw his passport confiscated and is committed to an amount of $ 100,000 without deposit.
Sticking his name into CanLII turned up a ton of cases. Unfortunately, many are brief and cryptic, however I eventually knit together a narrative. What I believe is the first of the saga is this one:

In this decision, King Alain and his company, Xian Electrical Systems Inc., are sued over a breach of contract. Allegedly they had developed “a revolutionary product that may allow the production association and the energy at a lower cost accumulation.” (para. 3). The decision does not explain if King Alain has developed a superconductor, a perpetual motion machine, or something more mundane. A later Court of Appeal decision explains the plaintiffs had invested money with Alain, and wanted it back, presumably when he didn’t deliver the goods.
King Alain had lawyers but they got out. In an early step in the litigation King Alain made a September 20, 2010 application to toss out the lawsuit and continue with a counterclaim, a modest $27,000 for his trouble and inconvenience: paras. 10-11. Then things escalate:
- Sept. 27, 2010: an amended statement of defence and counterclaim for $1.7 million (para. 13)
Oct. 5, 2010: another amended statement of defence and counterclaim which adds the Attorney General of Quebec as a defendant and ups the damages to $2.4 million in both a civil and criminal context (paras. 17-18)
Oct. 13, 2010: yet another amended statement of defence and counterclaim – we’re not told the details of this one (para. 19)
Nov. 8, 2010: guess what!? Another statement of defence and counterclaim! Now for $4 million (para. 28), this document includes a quite extraordinary list of objections (para. 27). Google Translate offers the following interpretation:

- wiretapping and seizure of his hard drive;
- unrequited love from a police SQ;
- was upset to have fun;
- problematic relationships with madams and capable tivieux who train at the same sports club as;
- problems with the hospital with a particular doctor;

- conspiracy against him;
- problem testicle;
- claim for treatment outside of Quebec, at the expense of the Attorney General of Quebec;
- abusive tax audits;
- acts depriving the project of his life.

Long and short, King Alain’s counterclaim gets tossed, and he is declared a vexatious litigant. King Alain repeatedly challenges that result – no dice:

King Alain was about to demonstrate the apparatus to various government agencies. However, the plaintiffs were no longer able to provide free support, and so at a meeting (apparently over poutine no less!) the investments ceased.
King Alain returned with a technology to replace speed bumps in parking lots (!??!), but again, the plaintiffs weren’t interested.
The government was, but wanted a demonstration. However, the prototypes of neither the energy capture apparatus nor the super speed bumps were ready. King Alain was denied government funding. Xian Electrical goes bankrupt.
The plaintiffs' lawsuit was that King Alain lied about the technology when he said it was ready to commercialize.
