A manic shooter peppered a busy Ensley retail strip with assault rifle fire Sunday evening because a local seafood market ran out of crawfish, investigators said.
During a short chase, Kelly tried to sideswipe a patrol car, and repeatedly rammed deputies' vehicles after he crashed and was boxed in near Palafox and Ensley streets, the Sheriff's Office report said.
Investigators found four guns in Kelly's truck, including an AK-47 assault rifle, a 12-gauge shotgun, a 9 mm "TEC-9" pistol, and a .38-caliber revolver — all loaded.
Kelly claimed to be a "sovereign citizen," telling deputies he does not have to follow the law or obey law enforcement officers, deputies said. Also found in the truck was the book "The Sociopath Next Door."

Kelly finally was apprehended when a deputy opened the pickup door and dragged him from the vehicle.
That was beyond the call of duty. At that point in the event no one could have faulted the deputies for hitting him with tear gas and maybe a couple of those new miniature water balloon bullets.
If the store ran out why didnt he go catch some himself? We used to catch them all the time as kids and cook them. I even taught the kids how to catch them and they go down to our swamp sometimes and bring back one or two.
