Months before the IRS showed up at his Mount Vernon home, Timothy Garrison broke bread with a federal marshal.
Garrison – an accountant, father of two, convicted of fraud and purported treasurer of a regional “sovereign citizens” group – had sent a letter to the marshal informing him that he planned to “arrest” two Skagit County mayors.

A Mount Vernon accountant with ties to the “sovereign citizen” movement has admitted to bilking the IRS out of more than $2 million by filing false tax returns.
Pleading guilty in U.S. District Court earlier this month, Timothy Garrison admitted to filing dozens of falsified tax returns on behalf of clients in his tax preparation firm. Garrison – purportedly the treasurer of a radical anti-government group recently targeted by federal investigators – pleaded guilty to two counts related to the tax fraud.
“Garrison’s scheme … as executed through the filing of over 50 false tax returns for a number of clients, resulted in a tax loss of between $2.4 million and $2.5 million as estimated by the government, although the exact figure is unknown,” prosecutors wrote in a plea agreement signed by Garrison on Nov. 1. Federal prosecutors are expected to ask that Garrison be sentenced to four years in prison when he is sentenced in February.
