Apprently, in a pretty elaborate operation, these folks were printing checks drawn on the Chicago Fed, all out of their headquarters at the Kissimmee, Fla., Red Roof Inn:

These folks kept trying to cash the checks at a check cashing service, which kept refusing to cash the checks because it was suspicious. The description of the "suspects" activities is as follows:
The four defendants repeatedly tried to cash phony checks at the same Amscott store on Vineland Road in Kissimmee. In every instance, the check cashing service 'did not cash the check due to being unable to verify the authenticity of the check'....
From the brief article, I get the impression that these folks were technically competent not too bright and had bought into the idea that their scam acually was more of a fantasy concerning the existence of the fictional "account" held for each American at the Fed.

We're talking big-time crime here, bail was set at $2,000 to $7,000 and they couldn't even scrape that up.
