No, "we" have not done this. Some of us have done this, but not all of us. And not even the majority. It's alway a minority in society that insititutes change in society, as it's not in the majority's interest to oppose them on any one issue. It's part of Pubic Choice Theory. When a stupid bureaucratic rule only imposes a ten cent cost on you, you're not going expend more than ten cents of effort to stop it.

It's actually worse than that. On a related note, there's a recent article in the New York Times on a brown asian stink-bug that has swarmed over the mid-Atlantic states this past year. We've seen a lot of them in SE Pennsylvania, and were never sure what they were, or where they came from.
