I'm real sure. I would also worry about him deciding to take off mid project since his isn't bound by any of those inconvenient rules every one else is expected to live by, and more importantly at some point that the county or city would step in and say "where's your permit?" at which point numb nutz will of course reply "I don't need no stinkin' permit, I'm authorized by ...(fill in the blanks with excuse du jour) and they tell you to tear it all down and fine you up the wazooo for building with out permits or licensed, and let's not even go in to competent, contractor. I've had enough trouble with the real licensed variety to not be dubious about this bozoid.
