It's not quite the same. Designated football matches (basically Premier League and Championship) are regulated by law and you are not allowed to buy a ticket and pass it on without written permission. That said, it is now common place for most concert tickets to have similar terms stating that the named ticket purchaser must have proof of ID and be in attendance in the terms and conditions. However, I go to between 20-30 gigs a year from small pubs to festivals and have never been asked for ID except when picking up tickets from the box office which would be sensible for them to do anyway. A credit card usually suffices.
And you don't have to carry id in the UK, you have up to 7 days to report to a police station if you are required to show your driving licence, but the officer must be satisfied that you are who you say you are. Since they can cross check MOT, insurance and road tax details live, providing false details is usually picked up. So I expect this idiot to hand over a card with his real name on it, his name will check out and we'll get a dumb post about the police accepting his CLC card.
