Some people do the same thing here in the US. In reality, governments have such ids and ratings, so that they can conduct business, such as buing buildings, equipment and supplies.
Besides, the crazies have a tendency to believe that every word in the English language has one and only one meaning. Of course governments are corporations. They're not the same type of corporation as, say, General Motors or Microsoft, but they are still corporations. There are many types of corporations. IANAL but, even I can think of at least six different types.
