Yes, indeed. Rekha is parroting the stupidity of others. And it is appalling stupidity. I can almost understand why "it's downloadable off the net" is a slogan used in the heat and emotion of an eviction. But only a moment's thought should tell her that the availability of standard form on the internet doesn't make a completed form invalid, or that it has to be signed, or anything else. Is this typical of the level of detail/quality that goes into planning applications? Because I'm lining up a series of snotty comments about them, but if that's customary for this sort of thing, then they're not really deserved, and I'd rather keep them to myself.
