Nobody who matters believes that there is some sort of non-federal citizen (other than a non-resident alien, i.e., a Japanese tourist in Vegas on a lark) that is not subject to federal income taxes. Those who have rejected such an asinine theory include:
The U.S. Supreme Court, all the U.S. Circuit Courts of Appeals, and all the U.S. District Courts to have considered the matter; and
All accredited legal and constitutional scholars who have considered the issue.
There is nobody who matters who has considered and not rejected the theory as totally false.

The courts can overturn amendments. They would face impeachment for it, but they could.
So, the question would be, if the Supreme Court overturned an amendment in their decision, and the Congress removed the idiots, would the SC decision still stand?
