Besides, you know as well as I do that reading for comprehension is an excluded skillset in the world of sovictdumbry

Does congress have two jobs?

1. To legislate for the union in the limited capacity set out in the constitution.

2. To exercise exclusive legislative power over the seat of government and any territories it has.

When they pass a law, do you know under which of those two numbers they pass it under?

It depends on the law. Some cover the entire United States plus the D.C. and territories; and others are more limited in their scope. A law regulating, for example, the public transit system in the District of Columbia is one of the latter. All you have to do, then, is look at the law and see what it covers.

That would be an accurate summary if you decided to look only at the legislative powers listed in Article I, section 8, decided to put the exclusive legislation power in clause 17 in a category different from the other powers, grouped the power to legislate over territories (which actually falls under the "needful and proper" power of clause 18) with the power to legislate under clause 17, and ignored all of the other "jobs" of Congress, such as the power of the House to impeach judges and officers. and the power of the Senate to confirm presidential appointments, ratify treaties, and try impeachments.

What fascinates me is that for all the sovcit hand wringing about how the "corporate US" can only govern DC, back here in reality land (I know, reality is a dangerous place for these people) Congress rarely meddles in DC's day-to-day affairs.

While Congress does have the power to interfere with DC's local government, they rarely do so unless its on a pet issue (things like weed legalization). DC has its own local government management structure and elected officials, which handles probably 90% of its own affairs (maybe even more than that).
