Not that this will stop CTC from being used. The month before I left the enforcement I had just gotten another CTC newbie. Each person believes that he/she can implement it correctly. This is one situation where "scared staright" wouldn't work. The incarcerated would tell the visitors to go ahead and "fight for the real law".
