Why are New Posts not among Active Topics/

I posted some recent items in threads that had not been active for some weeks and, although my postings showed up in the NEW POSTS lists - for about 3 hours - they never showed up in the ACTIVE TOPICS list. I would have thought that by doing some activity in those threads they'd be revived, as least for awhile, as Active Topics. As it was, people who check the Active Topics list, instead of the New Posts list, never saw them.

So why is this and what does it take to elevate a thread to Active Topics??
