It's funny, this reminds me of a similar issue going back over 15 years now to the late 90's early 2000's, where Canada also led the export in hacked DirectTV Cards and the hardware and Software to hack existing cards. As DTV wasn't sold in Canada, it had no value there, so stealing something of no value wasn't theft under those existing laws.

I would have thought that using the "zapper" in Canada would reduce GST, thereby being illegal.
I also would have thought that manufacturing and selling something which has no legal use, but has illegal uses, would be illegal. But that might require a specific law (which apparently was passed in 2014).
But what do I know? I only took one semester of law school....
