- National Liberation Program -
The ability of the government of the Kingdom of
EnenKio Atoll to effectively regain possession of and dominion over
the lands and seas commonly known as Wake Island is influenced by
factors of timing, diplomacy and resource.
Timing - Since the people's desire to rid ancestral
lands of United States foreign agents, who patrol the region with
brute military force, was formally established by a Declaration
of Sovereignty and subsequent publication of claims against the
government invasion forces, the return to autonomous control and
restoration of native rights is a reasonable and legitimate demand.
Dismantling social structure and curbing government exploits which
violate basic human rights is a global fight led by none other than
the United States. The time for U.S. accountability for seizing
Eneen-Kio Atoll and perpetuating concealment of an unlawful grossly
flawed attempted annexation is surely at hand.
Diplomacy - While international recognition is
not a requirement for the existence of any national political ruling
body, it is a necessary component in trade, understanding and cooperation
among nations and their governments. To effectively develop a program
of diplomatic and commercial relationships throughout the Pacific
region and beyond, the government of EnenKio must gain the attention
of any sponsor nations which would confer guidance and endorse the
sovereignty declaration. Such partnerships could greatly influence
the application of reason, justice and law in full view of the international
community.
Resource - The relative value of improvements
and structures illegally placed at EnenKio Atoll by the United States
initial construction began more than three decades after
the 1899 seizure is likely in excess of one billion dollars
(USD$1,000,000,000). Since the October 1994 declaration, notification
and filing of certified debt instruments, and subsequent actions
to perfect them over the course of time, accruals of unpaid invoices
now amount to more than one billion two hundred million dollars
(USD$1,282,000,000). As an asset base in receivables, capital expenditure
for this program will require conversion to liquid assets and obligations
commensurate with the need and potential risk. Human and professional
resources are wanting at virtually every position along the course
to freedom.

Use of Funds
Funding requirements for commencement of the following operations
have been kept categorical, rather than in terms of specific monetary
amounts, more or less in sequential order of development.
Site Offices - Consular posts or missions have
been established in Hawaii, Australia, Bahamas, Belgium, Brazil,
Bulgaria, Czech Republic, Canada, Costa Rica, Fiji, Hungary, Israel,
Italy, Kazakhstan, Kuwait, Latvia, Lebanon, Marshall Islands, Taiwan,
Turkey & United States.
Additional sites are contemplated for Hong Kong,
Switzerland, Tonga, Shanghai, Eastern Europe, Asia, former Russian
Republics and others, and at the United Nations in New York City.
Facilities must provide for the management of commercial concerns
and diplomatic matters, offer channels for exchange of information,
support citizens abroad and procure security for communications
and file storage.
Documentation - Design and printing of materials
for Development Programs, Bonds, Coins and Stamps and all other
information pertinent to the affairs and promotion of the government
will be required.
Legal - Taking the claim for sovereignty and restitution
before international forums, to the United Nations or to the Congress
of the United States will require meticulous research and preparation.
Developing and marketing bond issues in world financial centers
will require initial set up costs, then are expected to produce
the income necessary for the designated project while allowing for
security of the principle until maturation.
Travel - Distance between regions of interest
and business will require a solid commitment for travel and related
costs, which will progressively increase over time relative to the
expansion of international relations. Initially, essential personnel
will conduct missions to candidate sponsor nations to negotiate
diplomatic and trade agreements.
Programs - Development, research and implementation
of the diversified programs envisioned will require capital expenditures
first in connection with securing control and physical presence
in Eneen-Kio Atoll. Some are designed to interface with existing
programs of other nations, such as telecommunications and banking.
Others will provide unique services, including the elimination of
nuclear or radioactive waste, mineral exploration and operation
of a free trade zone open to the international community. The postage
stamp and coin minting programs could be started without delay.
Further down the time line, the development of the spaceport and
associated projects will require significant capital expenditures,
engagement of skilled workers and will ultimately have an enormous
impact on nations around the globe.
Conclusions - On the basis of internationally
recognized principles of the rights of a people to self-determination
and to freedom from oppression, the King and his people, deprived
of the lawful benefits of possession and use of the lands and seas
of Eneen-Kio Atoll, are clearly entitled to establish a mechanism
to accomplish their claim for justice. That mechanism is the government
of the Kingdom of EnenKio. Your interest, assistance, support and
judicious counsel are encouraged and appreciated.
Caveat - While the islands Eneen-Kio Atoll are
unavailable under current circumstances of US occupation, all other
lands under native jurisdiction of His Majesty King Remios (as Paramount
Chief) remain available. These lands, with oversight by the King's
Trust (RHET), include more than 320 islets in ten atolls of the
Marshall Islands, scattered over an area of 125 by 425 nautical
miles.
Development of any of the above or other programs
is possible under Trust obligations and its liaison arrangement
with Republic of the Marshall Islands government agencies. Programs
not mentioned, but available for investment, under auspices of the
Kingdom of EnenKio in cooperation with RHET, includes manufacture
of sonic-powered devices, large high-speed watercraft, personal
and corporate vertical take-off and landing (VTOL) air and water
crafts and other innovative products to be developed, tested and
assembled in the King's islands in the Marshalls.
