It may have been touched on before, but how on earth is this issue related to getting out of Debt? There is no relationship between the two.
On one hand you have a Financial issue, relating to ones own finances, on the other you have child rape. There is no connection between the two, and is an area GOOFy should be avoiding. Just wondering, in the UK, is falsely accusing someone of sexual improprieties grounds for Defamation? If so, I would love to see those spreading these vile lies, be sued and at a minimum, be forced to publically retract these statements.

It's certainly an option - Lord McAlpine brought a number of legal actions after being widely accused in the sort of internet scandalising that Cylon is trying to provoke. Some defendants had to pay large damages, others to publish grovelling retractions. Obviously fines are meaningless, Court orders seem to have little effect, and the lack of response seems to encourage more and more outrageous behavior. Until someone slaps (Metaphorically) some sense into them, they will continue to become more and more outrageous, and do more and more crazy things. Without anyone being able to present a reasonable counterpoint on their website, it seems the powers that be over there will lead the flock down the path of crazy. McAlpine also targeted his actions against those who would be able to pay, he was defamed by a great many people and his solicitors broke the action down into a number of tiers. I always felt the lesson to be learned from the McAlpine saga was to be very careful about what you re-tweet and to be especially cautious of any salacious rumour.
In regard to Mr Summers I would say that probably the best avenue is to go for a harassment charge by the council and a restraining order to prevent him from approaching their officers at their home address. I'd also suggest that the best way to deal with him would be to have an officer, from the legal department, deal with his matter exclusively and try to keep him informed of any progress and also to help cope with his expectations. At the moment, he is a damaged man and he's being manipulated by Ceylon to attack the council and their officers, which is only going to drive him further away from the justice he is looking for.

The police claim to have a total of 45 names reported to them. I doubt that Ceylon would be too interested unless he thought that there was a chance that names will be named. Perhaps that is what ITN are seeking legal advice on.
Edit: although thinking about it, there's nothing that Ceylon likes better than to speculate so perhaps he might suggest some names of his own.
