Theoretically, the IRS could compile such a list of total penalties by taxpayer, but there is no reason to believe that it ever has, and I can't imagine why it ever would.
I've seen stranger lists in the Statistics of Income Bulletins.

CTC = Cracking the Code. A book by Pete Hendrickson, currently residing on the taxpayers dime courtesy of the Bureau of Prisons.

He also has a web site for those who need a little additional help at Lost Horizons.com. Unfortunately the website has devolved into "how do I get rid of these frivolous filing penalties" threads.
Remember that CtC is about the rule of law.
