I would guestimate that a fairly significant portion of neighborhoods have foreclosed/abandoned homes that are currently being occupied by squatters.

The home two doors down from a relative in northern California has been vacant for over a year. The HOA got the water turned on (fire danger without it) but had to sue to force the lender/servicer to record the title and accept responsibility for taking care of the property. The agent the servicer finally sent out to secure the place found the garage full of trash - literally hip-deep and infested with rats. It had been the dump for whoever had been camping/squatting in the house and going in and out through the back yard.

Multi-Jurisdictional Task Force. I've seen the phrase before, but I don't think it's any one specific group of LEOs, at least not on a federal level. It's sometimes used to describe ad hoc cooperation between federal, state and local LE agencies.
