No need for a new country, he can be Minister of Science and Extraterrestrial Affairs in Frikentardistan. Hew would be addressed as Space Captain.

Give this guy a barge with one year's worth of supplies, tow it 200 nautical miles off the US shore, and drop anchor. Boom. He's got his own country. Whether anyone will recognize it is another matter.
