I'm not sure I like that either. I'd rather you err on the side of posting rather than not posting.

Suggestion: Before creating a new thread with a report on a particular person or case, do a Google site search to see if there are any existing threads. For example, searching for "Ulloa site:www.quatloos.com" turns up both the thread on Ulloa and every thread that cites his tax court loss.
