His name is Robert Peterson, this happened in Idaho in August 2012. His courthouse behavior escalated a trifling traffic ticket (for riding his bicycle after dark without a headlight!) into a felony.
It appears that he copped a plea that did not impose any jail time:

No word at all on his threat to bring a lawsuit, which I suppose was derailed by his own plea.
He evidently is a member of the local Constitution Party:

There was an Idaho news report about 6 months ago about 'Sovereigns" in Idaho setting up in foreclosed houses, to which they have no legal right, and one of them was a "young man" named Robert Peterson, but the report did not breathe a hint that it was the same guy as the taser incident.

Sanctions for frivolous suits are rare. IMHO the courts are far too lenient when it comes to letting bozos play their games with the system.

I wouldn't be surprised if a lot of these sovrunidjits are judgment-proof, or close to it; but the court could, I suppose, make them sell their favorite toys (even if they don't bring much) and then enjoin them against buying them back.

About the outcome of his tasering experience:

I think he was indeed associated to the foreclosed homes misadventure. The ABC news story Fortinbras posted includes this bit:
