This happened in North Carolina back last December and the twit on the phone is Jennifer Herring, and news reports at the time said she was arrested and charged with multiple infractions. But since then no report on the outcome in court.

According to the Brunswick Beacon, these were the charges:
Jennifer Herring of Myrtle Beach, DWI, felony fleeing to elude by motor vehicle, driving while license revoked, stop sign violation and careless and reckless.
