St. Cloud police have blocked traffic at Third Street and 23rd Avenue North in St. Cloud as they attempt to arrest a man who's wanted by the Department of Corrections.

According to a police spokesman, the man has claimed he's a member of a sovereign nation and is refusing to leave his vehicle.

Juanel Anthony Mikulak, 22, of Alexandria and formerly of Willmar, was sentenced Monday to 27 months in prison on a felony domestic assault charge for assaulting Willmar woman on Sept. 21 [2009].

Mikulak was one of four people charged in the June 2008 burglary and ransacking of a Lake Lillian home. He was sentenced last December to stayed prison time, five years of probation, a $50 fine and the $150 in restitution.

He has prior convictions including a fifth-degree assault charge in June 2006, another fifth-degree charge in July 2006, a gross misdemeanor assault conviction in October 2006 and a felony assault conviction in October 2007.

[Juanel Mikulak] pleaded guilty Monday to two gross misdemeanor charges for fifth-degree criminal sexual conduct for having a sexual relationship with a 15-year-old girl, and for sexually assaulting another 15-year-old on prom night.

On May 14, a detective interviewed Mikulak at the Meeker County Jail, where he was serving time on an unrelated charge. He admitted to having a relationship and sex with the second girl, but said that she seduced him. He also said he thought she was 17 years old.
