He's retired at the age of 41? From a deputy's job?

Disability retirement? or shuffled out the door because he was loony?

My favorite (and I didn't get very far into the article):
On April 2, Sims arrived at the home after a Manatee County Sheriff's deputy had removed two homemade signs that had been taped to windows inside the home. Sims asked for the cardboard signs to be returned to him, but the deputy explained they had been placed in property and evidence.
That's like showing up at the scene of a bank robbery, seeing a gun lying on the bank lobby floor, and saying, "Hey, that's my gun, I want it back."

Nothing in the article indicates that he is particularly bright.

Bet that "retired" is a euphemism for something far more pedestrian.
The fact that you sincerely and wholeheartedly believe that the “Law of Gravity” is unconstitutional and a violation of your sovereign rights, does not absolve you of adherence to it.

actually i believe he put in enough time to be retired regardless of age. from the item:
What is unusual is that Sims worked as a deputy at the sheriff's office from 1985 until his retirement in July 2011.

So lemme do a little cyphering here...he's 41 in 2015 so when he retired in 2011 he was give or take 37, and at which time he had 26 years of service, meaning he got a badge and a gun at age 11 or maybe 12?

I thought I got started early by going to college when I was 15.

Is there a police equivalent of ROTC? Or a law enforcement training section of the Boy Scouts?

There are BSA units, both Explorer posts and Venturing crews, whose activities focus on law enforcement. Here is one example:
