Given that Steel has "previous" using a camera in a court room, I'm a little surprised that the court wan't better prepared.

The only thing that might make him reconsider his views and changes his behaviour is to give him a months time to think about things, then at the end of the month take him straight from the cells to deal with the council tax issue. If anyone else attempts to bring a camera in to the trial at the end, then they can sit around for a month to think about things.
It's harsh and should be unnecessary but I don't think anything else will work and if it's not arrested his behaviour will only worsen.
