There's an offence of 'uttering a false instrument' which could conceivably cover this sort of thing but I very much doubt anybody would really care about the delusional ramblings of a certifiable internet lunatic.

We get this kind of thing from time to time at work addressed to our CEO accusing him of various crimes against humanity and claiming he owes millions in unpaid fines, etc. imposed by various nutters for imaginary sanctions they think are owed to them personally following the Govt bailout. We usually just acknowledge with the polite legal equivalent of "Yeah, thanks, we'll line the rabbit hutch with it".
