Sorry, doesn't pass the smell test. Why would people pay £99 on an attempt to evade a debt for around the same amount? If that didn't happen, how could the average be so low?

Or the simple answer, most don't work and are closed with no debt relief but maybe more interest, and the loss of another 99 quid. If you say over 90% fail, that brings the average up a bit.
