Perhaps he actually is specifically asking about aliens like ET or Mork. I would think that ET doesn't need a licence as he only rides a bicycle. The list is of a collection United States Code crimes and penalties listings, which of course have absolutely zip to do with UK law, and all of which REQUIRE a conviction by a competent court in order to have any standing They ALWAYS seem to forget/ignore that little triviality. Also like the UCC has no meaning outside of the US.
The fact that you sincerely and wholeheartedly believe that the “Law of Gravity” is unconstitutional and a violation of your sovereign rights, does not absolve you of adherence to it.

We're not allowed to tell people this information unless they directly ask. This is strictly for your personal use, don't go blurting it on FaceBook or the location will be changed and you'll lose out.
As you obviously know, Deeds of Surrender have to be made freely available to the public but there's no rules about how that's done. So for some years the arrangement has been that they are available on personal application only, 08.30 - 11.30am on the last Friday of January, at the Post Office, 16 Francis Street, Stornoway, Isle of Lewis HS1 2AD.
The fee is £1.30, and if you take two passport photos with you they can stamp the Certificate immediately.
(and that's why I'm not allowed to deal with FOI's anymore....)

Thank you for your enquiry dated the 24th March 2017.
In your request you asked how to obtain a 'Deed of Surrender' certificate.
The General Register Office do not produce a deed of surrender
certificate. There is no provision for an entry to be "surrendered" or
cancelled. It is simply a snapshot of the information which was given at
the time of registration.
I'm sorry but we cannot be of any further help.
