I'm not sure either. My guess would be there is more chance of getting a car/laptop/big tv and getting a big chunk paid which will include the bailiff's fees, than getting £3 a week off her benefit. Also, at £3 a week she will still be paying them when next year's bill arrives. (Note: the £3 is a guess). Bailiff firms cant do this, it's up to the council. This process costs them quite a lot of money/time/court processes and there are some very strict guidelines to do with benefits and about what you can take (unlike bailiffs who don't take money from the council).
