Daffodil bulbs are given out by your local Cancer Canada charity on a "pay what you can" basis. Drop what you have in your pocket into the box and pick out some bulbs. There is also the process of foraging in abandoned farmsteads. At various times I have acquired irises, rose bushes, lilacs, gladiolus, and I have a very decorative poplar in the backyard which has gone totally nuts and I have to think seriously about cutting down. Still looking for another sand cherry since mine needs a mate for proper fruit production.

Dean got arrested again! But released.

As soon as he moved into his new home there was a battle with police and he joined in. Apparently the residents of the wasteland site had set up a gate to stop police from getting in. They were able to do this because the property is surrounded by a chain link fence with one entrance.

Keeping in mind that the land belongs to the city of Nanaimo this comment speaks to a certain sense of entitlement on the part of a housing advocate working with the tenters;
There’s a protocol at the gate that no one is welcome inside without a good reason and that applies to police as well, she said in a statement.

“Every time the cops have come, we have listened to what they have to say, and if they are looking for a missing person or someone with a warrant or attending with an ambulance then we work with them, but if they don’t have a good reason to be here then they are not allowed in.

“Would you allow the police to come into your home in the middle of the night without reason? We don’t either.”

The police apparently decided they'd had enough of that attitude and went in in force to remove the gate.
Nanaimo municipal crews removed the entrance gate to a tent city and hauled it away on Tuesday as divisions among citizens widened.

Several people — police said four and activists said five — were arrested for blocking the gate. They were not charged and were released at the scene.
So, of a very small number of people arrested, out of about fifty at the scene, one had to be Dean.

This was the city's rationale for removing the gate;
City hall said the gate had to go because emergency services — such as fire vehicles, ambulances and RCMP — must to be able to get inside if a situation arises.
Which seems reasonable given this;
Two overdoses and what a tent city organizer described as an allergic reaction to drugs have taken place since the tent city was set up on May 17.
Set up May 17th? Dean posted that he'd moved into his garbage dump paradise on May 10th. I'm getting confused. After a more detailed review of the newspaper article a new story emerges. It appears Dean has moved already;
Nanaimo’s latest camp is at Front and Esplanade streets, on a vacant 8.4-acre industrial site owned by the City of Nanaimo and surrounded by an existing chain-link fence.
So it seems that after his last posting he moved from his little slice of heaven in the garbage dump and joined a bunch of homeless individuals who, both for a place to live and as a political protest, had taken over a city lot abutting a rail yard right in Downtown Nanaimo and set up a tent city. A Google Satellite shot shows it is indeed fenced in but it seems pretty bleak, just a bare dirt lot. They put a gate up at the only entrance, city went in and took it down, a tussle ensued and Dean got arrested again. However he still has his dirt lot home since there is no indication that anyone was evicted, just that the city took down a gate on its own property.

I get the impression that this is all pretty exciting for Nanaimo. Towns that have acres of vacant land around the city centre tend to be either static or in decline. Declining towns also tend to have more native homeless, boom town attract homeless from other areas hoping for work or handouts (including bribes to go away).
I get the impression from these chronicles that Dean is there because he has been removed from everywhere else.

My more pragmatic answer to the gate problem would be to chain it closed, build a couple of viewing platforms, and make it a zoo-like attraction for tourists, come and feed the wild hippies, engage them in 'conversation' as they explain how they are free and you are not.
I am sure there must be enough outdated supermarket and unsold takeaways available to feed them to quite possibly better standards than they have been used to and adapted tranquiliser guns could be used to test various drugs on them. The TV rights alone should buy Nanaimo a new fire engine.

Nanaimo is neither declining or stagnant, it's doing fine overall. The reason the homeless population is increasing there is the same as here in Vancouver. Real estate prices are exploding but wages aren't keeping up. The general population is, overall, coping but the marginal people, the lowest paid and least skilled, are finding that their wages don't cover rent, never mind mortgages. One issue is that the east coast of Vancouver Island, always a retirement haven because of the beautiful scenery and great weather, has been invaded by retirees on a major scale. Many who find it too expensive to retire in Vancouver find Nanaimo still affordable and place strains on a very limited housing stock. I know a few myself who have been lifetime Vancouver residents but retired to the Island.

And Dean himself is a prime example of another issue fuelling the homeless crisis on the west coast of Canada. Consider his history. He's spent his adult life largely on welfare. He's lived his life in Ontario but fairly recently moved to Vancouver Island. But not with any wild ideas of making a new life working and becoming a useful member of society. He was an unemployed parasite in Ontario and he came here fully intending the same. The first thing he did after arriving in Vancouver Island was shop for a doctor who would certify him as disabled for the purpose of welfare although he's not shown any signs of any significant disability and he's never stated what his disability is. He's been here over a year and a half unemployed, fighting the police and demanding welfare the whole time. He's not an outlier, we get a lot like him. Drug addicts, the unemployable, the mentally ill, minor criminals, tend to migrate to Vancouver and, to a lesser extent, Vancouver Island, from the rest of Canada. Largely the weather. If you are going to be homeless Vancouver and Nanaimo winters are a lot more tolerable than those of Winnipeg or Ontario. Plus, like California, it's the end of the road if you are running from something. I believe Dean has outstanding criminal charges in Ontario which, while very inconvenient for him, are not worth the bother of coming and getting him. Ontario is probably quite happy to have him causing trouble here rather than there.

The gov in bc should start returning everyone with an outstanding Warrent to thier province of offence. Then sue that province for the money it cost to do it.

The current system just runs ya outta town and says don't come back. This truly solves nothing.

Now, now, he's only screwed himself in two so far, he has eight left. And the Yukon. Although that's not amenable to tenting summer or winter.

I'd suggest Alberta, home of the dwindling band of Canadian sovereigns.

However when you discuss towns he's been kicked out of on Vancouver Island he's done an admirably thorough job, he's essentially swept the boards. Nanaimo and Victoria are the big ones relatively speaking, below that in size are Duncan, Tofino, Port Alberni and Qualicum Beach. All he really has left of any size at all on the Island are Comox/Courtney and Campbell River. An impressive record given he's been here less than two years. He's toxic wherever he goes.

I don't suspect our brave fotI stalwart is likely where toleration for stupidity and general toxicity of personality wouldn't be tolerated so I suspect Yukon is right out as I can't imagine they are too friendly to toxic freeloaders, so that cuts in to his options.

The tent city dwellers have been given eviction notices by the City of Nanaimo but the city hasn't enforced them yet. If nothing else Dean's been very peripatetic for the last year and a half. Constantly on the move.
