That all seems normal enough for Neelu. Could it be that the Equity Lawyer has given Neelu a lift to the High Court and not paid the congestion charge?

It may be that the van is simply not worth taking. Very low value vehicles are often left because they are not worth enough at auction with no keys or paperwork to cover the collection, storage and sale expenses. In these cases they simply clamp for a few hours and hope the delinquent pays up.
