It's not the sentiment about the parole, it's his complete lack of awareness. He referred to the express as 10p when in fact it says something different. Look at it this way, if it worked, wouldn't you use it in a defence when a court claim arrives - well I have NEVER seen a case when that has worked ( and by worked I mean a case won on court) , however I have seen plenty of cases when using the CCA and other legislation has worked.

They have resorted to the most desperate of measures. They are banning by IP.
This is shooting themselves in the foot as most home users do not have a static IP, they have a dynamic IP.
So in short, they are continually reducing the number of IP addresses that can connect to their site. To get around this simply switch off your supplied router for a day or two when you are not home, or if you have a smartphone just disable internet then enable it again. You will then be given a new IP address from your provider. Then create a new account on goodfornothing. Troll them, get banned and IP blocked. They will then be slowly strangling themselves off the internet.

Quatloos also has IP banning, although to be fair, it does this on the basis of the Spamhaus Block List rather than individual bans. It is probably a prudent idea but does mean that quite a few popular VPNs are blocked including mine. However, if you persevere you can get around it.

You won't necessarily get a different IP in any case. I'm not saying that it doesn't normally or often change, but it's not a deliberate part of the design. I remember seeing on one ISP forum a customer was complaining that his address sometimes didn't change no matter how many times he reconnected.

Most ISPs use PPPoE for DSL connections, which doesn't have leases. Simplifying it, your router effectively logs in with a customer related username and password and creates a point to point protocol session. What happens then depends on your ISP. Some allocate the same IP Address, and some change it on every session. Some have the equivalent of a lease. Some charge for providing static addresses. Some don't. I had the same address with Virgin Media for nearly a decade until I moved house.
