They seem to have been unwilling so far to go after the low hanging fruit. Such a prosecution would be complex and costly, they would probably decide it was simply not in the public interest, especially in view of the possible crime's futility. If you "hire" or "borrow" a dog off someone it isn't going to have any loyalty to you. If that's what they've done, it is only going to look the part and not do anything beyond that.
