I think its a really long way of saying the judge entered a not guilty plea on her behalf. She's already at the RCJ lodging more paperwork.

That's not how it works. The CPS lodge their documents on Digital Case System. This normally works because barristers are registered on DCS. Evidence uploaded to DCS is classed as served. If you are representing yourself, then you don't usually have access to DCS. It speaks more to Neelu's failure to co-operate with the court system than a CPS failing. It is not down to CPS to sit by a printer and provide them. If paper copies were not available, she probably hasn't spoken to the clerk since the last hearing.

Since the CPS and court have Neelu’s address it’s quite likely that they sent out the necessary papers.

Which Neelu would doubtless then treat with the same respect and seriousness she treats all court, CPS, debt collector and any other official paperwork. And if she insists she never received anything then another copy can be hand delivered through her letterbox. She certainly isn’t the first person representing themselves to claim they never got the paperwork, the best she can hope for is to create a delay in the process.

I wonder whether, and at what point, the court will order a psychiatric report on her.

Another RCJ filing, and its the secreteray of state and 3 judges in the firing line. I'm not quite sure what shes even asking for. It seems none of them agreed with her fraud allegations. She then starts to ramble about giving a decent performance to a jury, without actually stating any obvious claim.
