No, its not. Its the court concluding that the defendant cannot contribute to his own defense because he doesn't comprehend the proceedings.

Perhaps you failed to notice something: this board is not your personal playground. You already made exactly the same claim elsewhere. That claim engendered several responses, which mainly demonstrated your ignorance of the law. The thread then wandered - thanks mostly to you - off-topic.
