Ms. Murphy has filed a petition for cert., challenging the D.C. Circuit's decision on rehearing that her damage award was "income" within the meaning of the 16th Amendment, and seeking to reinstate the D.C. Circuit's original decision that found section 104(a) of the IRC unconstitutional.

The press release from the lawyers for the plaintiff referred to the DC Circuit as "under pressure from the Bush Administration" following its initial reversal.
What kind of "pressure," they don't say, probably because they don't know, and are just slinging conspiracies hoping something will stick.

What you're seeing is an artifact in response to how editors determine what is or isn't news. It's called a multiplier.
If you want to have your release seen by more editors for potential inclusion in their media, you really have to include something in it that improves the chances of being found. If you can potentially connect the "Bush administration" to whatever it is, you will more than double your chances of having it picked up and published.
