Mr. Schwager did not file Federal income tax returns for his 2009 through 2012 taxable years. The IRS prepared substitutes for returns (SFRs) pursuant to its authority under section 6020(b) and then mailed to Mr. Schwager ( a notice of deficiency for each year, consistent with the SFRs.
