If the substance is truely 'free', it seems that consuming it without payment or purchase is entirely justifiable.
If conditions are attached, the word 'free' is not applicable or should have a modifier, such as free with purchase, or other terms.
When I rule the world, the undefined use of the word 'free' for products will have to mean exactly that. Just help yourself.
