I just built some shelves in my cellar, as part of getting back to normal after a house fire, three years ago. They would fail any carpentry class test; but they are good enough for the job, and thus "perfect."

Note: National Insurance has never been ring fenced per se. It is an employment tax and has always gone into the general fund. Same as car tax. It doesn't pay for roads. The general tax fund pays for roads.
NI does have a special place though as payment of it is used to calculate entitlement to state pensions and some other benefits. However, it's also misunderstood that NI pays for your own pension ("I've paid my stamps, I'm entitled to it".) The state pension is actually a state managed ponzi scheme.
