CASPER UPDATE: Sept. 1, 2008

"They" have continued to play ping pong with the trigger packages. ALL sources said (for the second consecutive day) that the packs had been positioned for delivery today, Monday. This news came from several European sources including Q, domestic banking sources and several we can't mention without compromising them. The news was equally strong Saturday evening regarding delivery Sunday. It is difficult to understand how "they" could accomplish these delays without "our" side participating. The alternative is massive incompetence.
After the packs were retrieved from MI5 we were informed from Europe that MI5 personnel have been jailed. They (the packs) were then being moved to join others for immediate delivery. We hear they didn't arrive at the intended destination.
The word two weeks ago was that CHENEY had failed to obtain that which he went after on his trip to Georgia, Ukraine and ITALY. Needless to say it involved money and the VATICAN. Today's news is that CHENEY leaves again tomorrow for the same destinations. Coincidence? Doubtful.
Now, factor in the reports, also two weeks ago, that the meetings in PARIS, attended by everyone who is anyone, was to squabble over the country's split of their portion of massive amounts of funds retrieved from various BUSH hidey holes. Once accomplished we heard this was the pot from which the Presidents were paid their bribe money to "get out of the way" not from the already downloaded settlement funds as reported by STORY and this of course would explain why "computer watchers", including our own, did not see the money move. It came from a different pot.
If it was necessary to "pay them off" the first time meaning last week, skipping over for the moment the dozens of previously violated agreements, in order to get things moving again last week, this would seem to indicate "they" have some on-going method of blocking deliveries and have likely done so again.
Are new deals being made? Fresh bribes being paid? Is Cheney's trip part of that? Is that why two days of scheduled deliveries came to naught?
Are the Banks truly compliant? Is that their method of continuing to block things? The most recent extension of Basel II compliance from mid April to August 29th proves that dates set in stone are actually set in quicksand as that was not the first delay. Those who believe Tuesday a.m. for Banks to comply or be left behind thereby quickly bankrupting domestic banks ignore previous U.S. banks failure to comply (acting on orders of the President) and, in our view, ignore the unwillingness of the rest of the world to follow through on threats made over and over again. Part of the threat is for foreign banks to withdraw all funds from U.S. banks which would trigger massive domestic failures. It would also, in this reporters opinion, as expressed here before, represent Hari-Kari as U.S. Bank failures (B. of A., CHASE and CITI specifically) would crash the stock market, the real estate market and in turn the American consumer, the lifeblood of the other nations economies. This "threat", historically speaking, has been a bluff and recognized as such by BUSH as he has "called" time and time again only to have the "world" fold their cards, not so much because they are chicken but because destruction of the American consumer/citizen is not and has never been part of the program. These "threats " have taken many forms; grounding carrier aircraft internationally for refusal to deliver, selling U.S. debt instruments into world markets crashing the dollar, crashing the stock market by withdrawing foreign investments, and, calling the debts of U.S. multi-nationals such as CARLYLE and/or the carriers. All threats turned out to be bluffs. "FIRE" in the theater soon gets ignored.
Whether the above SPECULATION is accurate or not it is obvious the WARFARE is continuing behind the scenes. The world is dealing with, or trying to deal with, those who would rather destroy our country than lose their power and control and suffer the consequences which come with the return to the Constitution and the subsequent exposure of criminal acts which literally defy description.
"They" can not win this banking war. The privately owned banking cartel led by the Federal Reserve which has controlled America for almost a hundred years is coming down. Their days of using debt (credit) as money are over. Fractional banking is over. U.S. control of the world as the issuer of the worlds reserve currency is over. The conduct of Politicians who are actually traitors ends with the demise of the Government/Fed Res/IRS printing press partnership.
WE INTERRUPT this rant with BREAKING NEWS mid evening Monday.
Saturday afternoon the QUEEN'S representatives retrieved the packs from MI5 and turned them over to BANK OF AMERICA for distribution to the distributing banks which were to deliver to us SUNDAY. BANK OF AMERICA turned them over to the SUPREME COURT. Then BANK OF AMERICA PROMISED the world they would deliver today, Monday.
1 p.m. today BANK OF AMERICA did not "disburse" the packages.
BANK OF AMERICA, SAN FRAN merged with NATIONS BANK / CHARLOTTE. NATIONS was the boss, they assumed the name BANK OF AMERICA. They are now one in the same and they are now all equally corrupt. BANK OF AMERICA is not in compliance with BASEL II. That's why they couldn't allow the packs to be delivered. As deliveries occur and we sign, Basel II is in effect and BANK OF AMERICA IS BANKRUPT.
Moreover, BANK OF AMERICA was following orders issued by GEORGE BUSH.
Now I ask you ladies and gentlemen, is this YOUR bank?
BANK OF AMERICA IS THE MOST CORRUPT BANK IN THE WORLD.
The packs are out of the court and on the move now.

He told allies yesterday the QUEEN was getting "his money" for him today, tax free, and he would clear all his debts. We assume the 20B Gates loaned BUSH was also part of the deal. The QUEEN was caught red-handed and her scam was blocked. SHE,TRUMP and GATES and others ended up empty handed and mad as hornets.
The "story-line" hitting the streets right now says banks are not in compliance including CHASE, CITI and B.of A.. They are not in compliance because BUSH and the QUEEN have ordered them not to.
WE spent years informing you of the QUEENS never ending sabotage of the programs. Monday we were doubtful she had "got religion" but dutifully reported-as we were being informed- that she was now on our side and overcoming the latest blockage by B.of A. although we were choking on the words as they were being typed. We knew Monday of her scheduled arrival that night but believed it was in our best interest to keep it quiet as requested. Sure enough she got the packs out and moved them to the banks to provide cover for what she was really doing which was and is one of the largest double-crosses yet attempted.
The Banks themselves acknowledged possession and the intent to deliver this morning. Instead, following the QUEENS orders (and no doubt BUSHES as well) the packs were returned to the SUPREME COURT. There will be no deliveries today. In addition, she is claiming the St. Germain trust "belongs to her"-all of it.
All of the forward progress and the make ready and the card swiping and the positioning you may hear about each day is true, but it is equally true the banks sent the packs back to the court at 9:30 p.m. last night and without these deliveries the thousands of people around the world working to get the job done have again been "stiffed" just like you and me.
What now? What next? WE don't know. WE can only report the facts for the world to see as best we can as fast as we can then, like you, we must await further developments and trust this latest sabotage will be dealt with.

This is almost as ridiculous as choosing between two bonesmen in the last election. When I met and talked with Ronald Reagan in 1984 I knew nothing about the corruption of GHWB who was not present at the time. And of course I voted for him in 1988. Even now, more than 20 years later, the delegates to the Republican National Convention have no idea who and what they were cheering for on television last night.
In Scotland the sheep with the bell sometimes strays over the cliffs and hundreds of sheep follow without raising their cute little heads. All die, every single one, even a thousand, because they accept no responsibility, they just follow, blindly. WAKE UP AMERICA.
WE continue to hear the announcements will lead off with the return to the Constitution and that neither of these candidates will be President. If the goal is to bring the country together and heal the divide between the left and the right is the return to the Constitution and the "flushing" of the Corporations Employee's not our best opportunity to do so? Just because the "players" have managed to delay things again and again, changing the plans for announcements prior to the conventions, does not mean the outcome has changed. Only the timing has changed, we think, we hope, we pray.
The packs did not make it all the way back into the court this time. They were intercepted on the tarmac in D.C., turned around and are in route back to the Banks.
Imagine the intensity involved in these goings on. Its not cat and mouse, more like King Kong and Godzilla.

Having been intercepted on the tarmac and turned around yesterday the packs made it back as far as the Bastards and Associates Regional Banks last night where they were stopped on orders of the QUEEN.
Federal Bank Examiners have been hard at work inside three of the largest B.ofA. banks. They have discovered that the Bastards and Associates Bank have set up a fraudulent account for every recipient in every program, a step necessary to enable them to use the funds on the cards and the checks as collateral for continuous trading and as collateral for loans with 50% of the profits going to the QUEEN and the other 50% to themselves and their helpers. This has been underway since the QUEEN bought into B.of A. BANC several years ago and further explains why she could not afford to have the packs delivered. The amounts involved are into the T's. This is illegal of course, and outright FRAUD by both the QUEEN and the BANC.

Auditors will be in these banks tonight and will stay as long as necessary to identify and trace the Trillions stolen by the QUEEN, BUSH and BANK PERSONNEL. "They" have used our accounts as collateral to conduct weekly trades for the last 36 months splitting the profits 50% to the QUEEN and the remainder to BUSH and the BANK.
State Auditors have been called in to assist the Federal Auditors. They say they will find and demand the repayment of every dime. The packages are out and the Auditors, having informed the Queen they are now in control, are doing whatever is necessary to see that the packs are delivered tomorrow. The funds represented by our cards and checks are not lost or stolen, they were simply used as collateral for these illegal trades. They are good upon receipt.
WE think we can safely conclude that TRUMP and GATES have little to look forward to other than EXPOSURE as the "white trash" they have become.

The sorting out of who is on which side has gone on to the very last person and some, such as the Queen, were given many chances to get it right. The Queen has no power over Germain or his World Trust, and her actions have created great karma for herself.
People forget that nearly all of these Darkside people are controlled clones, being used for our lessons. Really, it is up to our good people to "get it right", and to ask the Forces of Light for help to complete this mission, now.

Everything is a-ok friends. There have been some more bad guys late breaking problems which have been handled as described below but first, after much thought, WE have decided to respond to the latest attack by CHRISTOPHER STORY.
In his most recent update he attacks those of us who choose to remain anonymous even calling them (or us) liars, cowards, purveyors of black disinfo and insinuates WE work for BUSH SENIOR. Frankly speaking WE have had enough of this IGNORANT STRUTTING PEACOCK and would remind him and (you?) of a few things just in case anyone has forgotten.
On several previous occasions over the years our reasons for anonymity have been questioned so once every six months or so we have explained some of the reasons which are located in the FOURWINDS archives if you would care to revisit previous writings on this subject. Among the reasons mentioned were personal and family security which was and is the first consideration. Our Intel often comes from sources who must have same if they are to provide Intel which is critical for the right people to know, critical in terms of both content and timing. WE honor their needs. That is why we still have these sources. WE provide several layers of security between them and the public disclosure of what they have to say.
Another reason is that WE have never sought the limelight or the spotlight believing it is the message which is important, not the messenger. WE do not enjoy this assignment, an assignment we assigned to ourselves long ago in an attempt to alleviate some of the overwhelming stress resulting from the continuous stream of disinformation. Personal motivation came from the loss of 19 friends who were in the programs and died, most often, from stress related heart attacks. He quickly spotted GREENSPAN as the number one criminal but refused to acknowledge, much less explain, why his beloved QUEEN took him to her castle in SCOTLAND and knighted him. In those days GREENSPAN, BUSH and the QUEEN were joined at the hip and what she couldn't steal, hide or delay by herself she used her shill HIGGINS at the World Court to do for her. WE were, at that time, reporting to you the Queen's every move and we were doing so from contacts inside Buckingham, the Court and those who were talking to her almost every day often on her bedside telephone, not to mention those meeting her on the tarmac during her many secret visits to the U.S.. Is STORY on the QUEENS payroll? Does he work for her? What else could explain such a willing level of ignorance over such a long period of time right in his own back yard?
Having appointed himself resident expert regarding the "settlements" (programs) he then says, over and over again, "the Countries have been paid". They have not been paid and will not be paid before us.
Then, in his recent update, he takes US to task regarding the resignation (firing) of the top Trustee, the Frenchman, Mr. GUI (GEE) a fact he is still not aware of several days after the fact calling facts "black dis-info". Do you, our regular readers, think we would report something of this magnitude if we didn't know where of we speak? GUI was BUSHES "ace in the hole", or, more accurately, his ace up his sleeve. And C.T. who headed up the New York meeting last week and the scams emanating there from? Bushes third cousin.
Have you noticed that STORY has offered no real news for weeks, occasionally saying "I've got a secret but I can't tell"? That's because he hasn't the foggiest idea what is going on now any more than he did with WANTA. Story is a Banty Rooster clamoring for attention demanding to be the "cock of the walk". In the barnyard we work in he would be fox food over night. Friends it is a simple truth that we have forgotten more about our business than STORY knows or will ever know.
