I cannot find any mention of a court case between the state of Pennsylvania and Bell, all his known cases have been in federal court and between him and the US govt. His use of the term "original case" suggests he was trying to utilize the provision of the Constitution, Art. III, sec 2, clause 2, regarding the Supreme Court's authority to hear original cases (as distinct from appeals from lower courts) involving ambassadors and the like.

The original jurisdiction of the Supreme Court is limited to a very few matters: disputes between the states, actions to which diplomats are parties, actions between the United States and a state, and actions by a state against citizens of another state or aliens. 28 USC 1251. The procedure is set out in Rule 17 of the Supreme Court Rules. Since the Supreme Court is not about to try the case itself, the practice (in the one or two original cases a year the Court permits) is to appoint a Master to find facts and recommend a decision. The posture when the Court itself considers such a case is thus similar to an appeal.

Stretching my recollection, but, he had a nasty divorce in Pennsylvania and moved south to avoid having to pay alimony.
It is possible, in his warped mind {Probably something to do with duct tape fumes} that he considers his battle with Pennsylvania qualifies under "actions by a state against citizens of another state"

Actually, this guy is in the Quatlosers Hall of Shame, for his work in trying to persuade people that his TP theories about Section 861 are valid.
