The qualifications for PROVING that you (whoever you are now) are the reincarnation of a previous depositor are very strict and all favoring this guy not paying out. And, of course, by the time you're reincarnated the guy running this scam is likely to have shuffled off this dimension, probably after living very well on your previous incarnation's money.
There is, after all, a theory of reciprocity in reincarnation. That if you're poor in one life, you'll be rich the next time. If you're sickly, then in the next life you'll be a star athlete, etc.
