Actually, no, that is not the only they can collect from you. In fact, it is probably the least likely way that they will collect from you. Most likely, you'll find your assets (assuming you have any) being sold off and proceeds given to the IRS. Or a levy will be put in place on your wages or bank account (assuming you have wages and a bank account). Why have any hearings at all if I have no right to be heard?
That is why there are so many Refunds there. And why so many people get into trouble. Contradictory testimony comes in from the employer by W-2 and W-99 reports but the IRS is compelled to believe the initial testimony of the taxpayer. So they cut the Refund Check on the sworn testimony on the 1040 Form.
Then the DoJ comes after the individual and it turns out that "shall" means this, and "where is the law" means Article 10 'abrogating obligations' and finding liable in the Code... those are all so worn out that any Bar attorner gets sanctioned for even bringing them up. And the pro se guy gets one warning only.
So they have to pay it back with penalties and Pete banishes them if they want to report the failed success story.

There is a significant difference between someone being deemed competent to stand trial (able to comprehend the charges against him and to contribute to his defense) and being deemed insane in terms of residing in an alternate reality and attempting to impose his version of reality on his surroundings,

Belief that just because someone maintains a current bar association membership that person is a practicing attorney
Belief that because a judge enters a plea of 'Not guilty' (as mandated by law where the acused refuses to enter a plea) that the judge is 'practicing law from the bench'
Insistence and attempting to initiate legal proceedings based on the assumption that there is some financial bond associated with an oath of office.
