The decision itself has 736 numbered paragraphs, which are probably the best way to pin cites, and Daniel Evan's Tax Protester FAQ is mentioned in ¶ 654 and Quatloos is mentioned in ¶ 655.

The judge also brings out the very relevant point that litigants in Canada don't get the free ride they get in the US where anyone can abuse the court system at no cost. To quote;
